Scrap refers to the steel scrap that is not a product in the production process of the steel mill (such as trimming, cutting, etc.) and the scrapped equipment and steel materials in the components. The steel is called scrap; the current annual scrap produced in the world. The total amount is 300-400 million tons, accounting for 45-50% of the total steel output, of which 85-90% is used as steelmaking raw materials, and 10-15% is used for casting, iron making and recycled steel.

It is necessary to strengthen the industrial layout, make overall planning and scientific guidance throughout the country, gradually increase industrial concentration, and promote the construction of a number of regional waste steel centralized processing and distribution centers in an orderly manner. Efforts will be made to cultivate key enterprises in the industry, strictly implement the standard conditions of the scrap steel processing industry, strengthen post-event management, and establish a dynamic management mechanism for the announced regulated enterprises.

Encourage the merger and reorganization of the scrap processing enterprises and the development of the group, promote the recycling of scrap steel - dismantling - processing - classification - distribution - application, and drive the green development of the upstream and downstream industry chain.
